mk5 notchy steering help needed please

hi,all my mk5 transit has got a problem with the steering it has gone notchy it is light then heavy then light again.when centred it has a light spot each way before it hits the hard spot,it does not self centre wherever you put the steering it stays there ,now I have changed the bottom ball joints both gen ford,track rod ends both gen ford I have swapped the pump for another almost new and I have fitted a second hand rack known to be good and have checked the steering uj and it is free both ways but sill the same top mounts are free also cant find the problem feels hydraulic to me but am lost now it drives bloody awfull any help woul be great cheers :(

have you had the tracking set up since all the new bit have been fitted

Have you tried a new belt?

yeah I know but will this do it?when stationary and you turn the steering quick like when parking it is really notchy and when it gets to full lock it gets really tight

get someone to turn the wheel, with engine running, and look at the pulley, it may be stopping and starting because the belt is worn
