It's going to be either the pump or injectors, or both. Get a leakback test, and fault codes read before doing anything else.

Could it be air getting in the fuel lines so how there is diesel on top of the part where the injectors are

If you just have the one thread open for the same problem.....

viewtopic.php?f=5&t=150209

If you've got diesel around the injectors then that could be a high pressure leak, or mess left over from doing the leak-off test.
Clean it up so everything is dry, brake cleaner works well or carb cleaner.
Then see if it comes back when the engine is run but DO NOT put your fingers near the pipework while the engine is running. Diesel fuel in your blood is not healthy.

The engine cutting under load is not a fault in the ford diagnostics but the engine lacking power is.
The first few checks are - in sequence
1) check for a blocked air filter
2) check for a blocked fuel filter
3) check for a blocked fuel line
4) check for air leaks into the fuel lines - you said the filter was not full
5) check the manifold pressure sensor pipework for leaks
There are more but you need proper diagnostics kit to check sensors and the injection timing etc.

Just a thought - you say it revs ok. How far ?
And is that with the clutch up or down ?
Clutch pedal position sensor (switch) failure can lead to revs being restricted to 3000 rpm

mk6 X reg 2.4 T350 LWB MHR RWD - scrapped
mk4 J reg 2.5 L300 LWB MHR RWD - sold on

Notice a trend there ? not too big and not too small

Disconnect each end of the pipe then blow it through with an airline.

Engine lines to and from the filter housing are easy, lines to and from the tank are more fun to get at.
