PSA "locked" when cold

Hello, Greetings to all members :) .
I recently purchased Transit 2.2 CDI (2013) 145K miles. I observed that when not used for a while and cold, the steering wheel is very hard to turn. It feels like it’s locked. After forced turn and few turns left and right it seems to be OK. During normal drive PSA works OK. PSA fluid level is OK although it is very dark (almost black). PSA pump is little bit noisy. I am going to replace the fluid without draining the system, just drain the reservoir and fill over few times. I hope Halfords power steering fuild (£7.99 per 1Litre) is OK for the van. But my feeling is that the problem could be more serious (ie. Steering rack or PSA pump). Can someone advice on the matter, please.
