Erm, help with Anderson connectors

Afternoon techno geeks, I think I have identified where both Anderson connectors are split from, but my questions are
1/what exactly is this and what does it do?
2/would it have been connected to a second battery under the drivers seat?, I have found a piece of cable trunking that has been severed just in front of said seat
3/how do I reinstate the connectors

That's a solenoid, a powered switch, it isolates the sockets at key off

They were probably wired to the jump start point, just next to the relay.

To get them working, usually all the fuses have been removed from the rac fitted fuse box, by the drivers seat
