Are these easy to replace? The bulbsd gone.

You don't say what sort of van it is.
If it's a Mk6/7, then yes, they're easy to replace. Just pop off the cover and put a new festoon bulb in instead.
However, I'd highly recommend upgrading to LED lighting. See this thread:
