1986 transit 2.5di, Starting Problem!

hi to all , this is my 1st post EVER anywhere ,
I am looking for help to to a problem I am having with my engine , it seems as if it is very hard to turn over I had a reconditioned starter fitted but still it needed two batteries to turn over and now the gear cog on the starter has stripped , please has anybody any ideas why engine is so stiff ,once started it sounds sweet but on revving gives out a cloud of white smoke ,someone suggested the lifters are sticking ,please help

It may have the pump timing out, check all battery leads including earths
