Should be able to test that with a Volt meter, I do get the voltage of the battery and one of the pins. Will check the others when moving the key

I'm sorry, i have been fiddling so much the power hold went back into the wrong slot, which was actually heated rear window.
It is now in the correct spot, and reads 0v when ignition is both on and off. Sorry for wasting time here
One relay was duff, XI, a red 40a relay marked with a battery symbol and EFI or T/C underneath was duff, but having replaced it with a good one from a scrapyard, the ECU light still does not come on and the engine will not fire.
Are you sure you replaced this with the EXACT same type,not all relays are the same.....
Have I fried the ECU?!
The red one is highlighed green in picture. In manual it is power supply (EFI) and is the exact same fuse, same numbers, ampage and pin layout AND its in the correct position.

If Fuse 23 is PH relay and has no power 0v.....
How can PH relay have constant 12v ? at 30 & 86
We assume the other 3A fuse 8,
is ignition feed to ECU and is working (ignition switched)
Fuse 8 = now only showing 1 vwith ignition on, 0v ign off
Fuse 23 = 0v both on and off
The power hold relay is NOT clicking now that its in the correct spot.
The replaced red 40a fuse IS clicking.
Sorry I have wasted soo much time here.

The engine bay fuse box in the pic above is mk5 (smiley).
Once you have a known good battery on it,if the fitted ambulance isolater is ok,
Have a look at the ignition switch multi plug,they used to overheat and melt,this would lose ignition.
(Remove lower column cover and connector block is a few inches away from switch 6 large pins if I remember)
