Steering judder - MOT issue

I've just put on a new steering rack as my MK3 Transit failed the MOT as the steering was 'rough'.

However, with both wheels jacked up - it still judders if you move the front wheel by hand from left to right.

Are there any common issues that I should be aware of with the steering on MK3 Transits?

Check the joint at the end of the steering column in the engine bay (can't remember the name of it) it's probably seized up.

On my mk3 camper the manual steering rack got really stiff with it being stood a lot so I removed it clamped it in a vice vertically so it had one side hanging down over a bucket I removed the rack bellows and poured engine oil in top end and worked the rack in & out from lock till it freed off the u/j was also stiff as it is not a part meant to be lubriated ijust sprayed wd40 on it worked it till it freed off then did same with oil

I've taken both shocks off, undone the track rod ends, checked the bottom bearing and checked the steering column - all fine. The tightness seems to be coming from the UJ shown in the picture, which I've greased up and is free. As soon as I connect this, I get the judder - yet there is no tightness in either UJ link. Any suggestions or should I just get a new linkage section?
