check odometer tampering

I'm looking to buy a transit. Here in New Zealand we pay tax on diesel vehicles per kilometer traveled, that incentivises people to tamper with / disconnect their odometer on diesel vehicles. Are there any telltale ways to check if any dodgy business has occurred on a Mk5?

Only by removing the clock cluster, there's a manufacturer's seal which will be damaged if the cluster has been opened up.

I shouldn't worry about it, buy on condition and amount of rust rather than mileage. I guess something which has only recorded a couple of 100 ks between RWCs might be a bit suspect.
It would be easier to just disconnect the speedo cable and use a gps speedo rather than tampering with the clocks though.
