Is 10L/100km ok for a 1999 VG 2.5 Turbo Diesel?

Anyone have significantly better fuel economy than this in similar model?
Mine is the 74 kw (100 PS) variant, i think it gets that extra power with more boost and a different fuel pump.
This is 28.2 "UK" miles per gallon
I get this driving mostly highway at 100kph and a little bit of city driving.

The fuel consumption depends heavily on the weight of the car, the height of the roof and the speed of movement.
10l / 100 km is the norm.
My best result on an empty short car with an average roof at a speed of 80 km / h is 7.5 l / 100 km.
Usually-8.5 l / 100 km.
