I've cut new teeth in with a tiny triangular file the the past. I'd bought a Transit that had poor back brakes, it turned out that on one side the teeth had rusted together meaning it wouldn't adjust. The was just enough of the original teeth left to know where to cut. The teeth didn't appear to be case hardened (that doesn't mean they're not), and I didn't have any bother from it again.
