Seatbelts slow to retract

Hello everyone, I need some help please, both the driver and passenger side seatbelts will not retract quickly enough or fully, which I believe is an MOT failure. I have washed and polished the belts and guides, but this has not helped. I removed the plastic trim to look at the reels, but they are behind the metal of the van itself. My questions are is it easy to remove and replace the reels and can you do anything to speed up the recoil if you do.

Hi have you tried some wd40. The smell will evaporate. There is a product called FIXT400. It applies a tough moisture resistant PTFE lubricant, It's a high performance multipurpose maintenance spray with outstanding penetrating lubricant. Like WD40 but with out the smell. You need to spray it in the centre where the real spins.
