I have just done my timing chain and I had the same problem
After some head scratching if found that the bit the Puley bolts to I changed wen doing the timing kit it is 2mm shorter than the old one so I also put washers behind to sort it out

I had no other choice it was this or stip it all back down removing cover and fitting the old sprocket

I also had a problem with my new tensioner is was made on the wonk so this also threw the belt over so I just removed the wheel from this and placed it on the old tensioner
