Fuel pump replaced won't start

2000 model 2.4 durotorque engine has had reconditioned fuel pump, new timing chain and guides, new injectors, fanbelts etc fitted but will not start. readings show pump receiving power but not sending. Old pump was re-connected to test but with same result. Vehicle was driven in to start this process but after repairs amounting to many thousands of dollars I have no joy. Any thoughts?
