loss of power code 23

hi new to the forum, advise greatly appreciated. recently van started loosing power as if turbo no kicking in? is this limp mode? intermitently when fault code 23 flashes up when starting the though engine seems to run fine though? took it to local garage said fuel pump knackered, advised new pump. Is current pump not repairable? 53 mk6 2.0 di t260 fwd many thanks. rob.
