Thermal cutout issue?

Hi all. my mk6 2.4 125ps has been off the road longer than I care to admit due to a simple engine change going tits up at every opportunity.
after many issues I've now got it all up and running but there seems to be a problem with the electrics or Thermal cutout circuit. from cold it will start fine, but as soon as it's slightly warm it will not restart and if/when it does it won't reach idle speed and therefore won't live the throttle pedal.
I've swapped the head temp sensor which made no difference. so I plugged the spare sensor in and placed it in a cup of water. cold is fine, warm and it kills the fuel again. temp gauge is reading fine and nowhere near overheating. has anyone experienced anything similar before. It's bamboozled my brain tbh
