It looks like resistors for double fans - in van with AC. Fans work for engine cooler and AC condenser.
In Mk6 fans was controled by resistors and relays, in Mk7 were replaced by electronic module.
But in my Mk6 2,0 it looks a little different. viewtopic.php?f=5&t=163332

Resistors usually are indestructible, if electric bundle with resistors doesn't work, it must be broken thermic fuse (cheap and easy to change - for ex. 20A/250deg Celsius).
