i've got a transit connect 90 T230 2012 when is the best time to change the timing belt/belts and how can i tell if it's got a chain or not and just two belts it as dun 82 + thousand miles ? :?

That will definitely have a wet-belt. Unless it has been replaced in the past. If it hasn't been replaced in the past, you are getting on dicey ground now as they have been known to shear their teeth at around the mileage you have on your clock. If I were you I would start thinking about getting it all replaced for a chain. The best way to check is by removing the tensioner (under the power-steering pump) and looking at the tip of it. If it has flat end, you have a wet-belt. If it is convex (domed) you have a chain. The chain tensioner hexagon head is also black, whilst the wet-belt head is a bronzy/gold colour.
