Reguarding Euro 4 emissions, Its like pick the odd one out

A friend of mine works as fleet manager (small courier firm) They have 27 Ford Transit Connects all registered between 2004 -2006, most of them are 2005 models.
ONLY 3 of them are Euro 4 !!! the other 24 connects are Euro 3 :? :?

It depends what country the Transit connects were being built in reguarding emissions ?
I know the Connects were being built in Turkey & then Ford started to build them in Romania from 2007 (hence in facelift / mk2 -2006 -2009)

I blame the government, For example you bought a brand new car under the car scrappage scheme, ( governments Idea to get older cars of the road & offer free road tax to all brand new cars that have low emissions !)
Like I did & then only to get stamped on 2 years later with DVLA sending me a letter stating that my vehicle no longer excempt from road tax due the the changes in the emission laws

NOW if you buy a brand new vehicle now that is in band M, the first years road tax would cost you £1030 for 12 months! But next year the road tax then would only be £465 !!!!!!!!!!!

It works out that the cost for road tax in higher for brand new cars, but cheaper if it is over a year old :? :? That can't be fair

My Connect 1.8 TDDCI has a 52 reg plate but the V5 says 03....The V5 says nothing about euro 4etc just panal van light goods vehicle 2025 KG GROSS
Road tax is £121 for 6 months & £220 for the year now which is dearer then my W reg Astra 1.7 van.
This seems to be a very complicated way of taxing cars

Astra van is not a commercial vehicle as it is car derived, whereas the Connect is a commercial vehicle along with all the rest of the Transit range hence the higher road tax.

I thought the Connect was Focus based :!:

It shares some parts from the focus (all Fords share parts from other Fords) but does not have a focus chassis or body it was designed as a totally different vehicle. Hence why it is a Transit Connect and not a Focus Van. Ford make a Fiesta van which is Fiesta based.
