main beam not working on transit connect

I bought a ex police transit connect yesterday thinking it would be a great idea as they would have looked after it but I was wrong firstly I phoned dvla to change tax class and they advised me that the police had changed it from a van on the log book to a artic lorry so that's gunna be fun to change I went out and tried my main beam and they don't work the dip beam work fine but as soon as I put main beam on they both just turn off I have tried a different bulb and even a new headlight but still no joy does anybody know if there is a common problem with these ? thanks

Does the high beam light work on the dash? most police vehicles flash the headlights alternately when blue lights are on, so they may have unplugged the high beam relay or added in a module between fuse box and lights.

just been looking at it and stripped it out and they had cut the wires to add there strobes so joined them up and they now work do you know were I could find a fuse diagram I need to know what fuse the horn is ? thanks

Where had they cut it I have heads. It no main and heads go out when switch to main
