Did you unplug the wiper unit?

I had poor connections or corrosion on Washer motor causing wipers to work all the time (Not on a Ford though) disconnect Washer motor and make sure plug is clean, if wipers stop, fault could be in washer pump or connector back feeding, making brain think washers are active so it activates wipers.
Something to try before spending money replacing parts.
