The large unit on the top of the manifold is the EGR motor and sensor in one unit and only comes complete with manifold
Yes it's a position sensor forthrottle control valve (also know as anti shudder valve) & forms part of EGR systems on Euro 4 & Euro 5 engines.

P141A EXHAUST GAS RECIRCULATION SENSOR "A" CIRCUIT INTERMITTENT/ERRATIC
It is also know when faulty for Connects to be hesitant/stuttering on acceleration.
It's is worth checking rather then dismissing it
