Did you get the old parts when they changed it? Otherwise, how can you be sure it's actually been changed?
They could also be referring to the camshaft pulley wheel but it should have been obvious if that was the case when they fitted the kit, plus, as you say why did it not do the same thing to theprevious belt.
If they are blaming the tensioner, who supplied the kit, you or them? If them, then it's still their problem even if it's a manufacturing defect as your contract is with them. They would beliable for any defects and would have to pay you out and then take it up with their supplier. What they can't do is blame it on the manufacturer and tell you to take it up with them. If you sourced the kit then you need to take it up with your supplier.
