2003 tdci problem

hi please help!
I have a 2003 tdci and when I drive it I can not get over 3000 rmp.
It feel like the boost shuts of(hits a wall).
I have done the following.
Leak off test and changed 3 injectors for new one.
Swap for my other working van map sensor, mass sensor, temp sensor on intercooler pipe,
Boost valve sensor next to map sensor.
Egr blank.
It still done the same.
I have no code on snap on or ids.
Last night I changed turbo for another second hand one from breakers and it now does the same but at 2.5rpm.
Live data shows fuel pressure is good and does not drop off.
Only reading that drops is map sensors when you hit the spot.
Please help

Check the thin plastic vacuum pipe that goes to the EGR valve for splits and cracks. Mine had the same problem.
