One thing you can do to start with is get a thick pair of gloves, then grab the inner lip of your arch hard and slide your gripped fist all the way around which forces all the mud and dirt out of the lip. It is very hard to get that stuff out even if you use a pressure washer under the arches. Best to use your hands and take all the build up out first and then proceed with the recommended rust treatments.
