i can understand to get a 40Mpg but 31 is a scandal.
For sure i don't drive at 90 km/hours on highway, but still not at 180 km/hour; i think 130 km/hour for a 2015 Tourneo Custom 2200 125CV born as a family van could be considered as a normal driving way.
My 2004 T5 VW Caravelle 2500 130CV get 10 l/km at 150km/hour and 80 at regualr 130km/h.
Some suggestion to get the >40 MPG

trip to Italy, mileage total 1043, towing an empty boat trailer , approx 350kg in weight, 34.5 mls per gallon, @ 60mph
trip back, mileage 970, towing boat and trailer, approx 1500kg in weight , 31.5 mls per gallon @ 50mph.
I think that's very good !!
