Fuel filter service indicator?

Hi everyone.
Trying to fathom out this fuel service indicator thingy!
I have read the handbook and done exactly what it says, but nothing changes.
I can see the coloured bands, and the indicator is about two thirds full of fuel, but when the plunger is pressed what actually do i read from against the coloured bands, should there be a plunger which draws along the cylinder? I can only presume as nothing changes, something is not working correctly?
I will change the filter anyway, but can't get my head around this little device.

These things are a bit contrary especially if a few years old, best to just keep record of mileage on filter I find.

How many miles before a change would you recommend? Thanks

You re-set the gauge when pressed . You see a yellow plunger come down it stages

I get my van serviced at around 12000 miles instead of waiting till 15k miles, and I always get and air filter and fuel filter every service
