Possibly ex mod or such, I know that some services won't sell vehicles complete and are only for breaking. No idea why
But that is a mint van with that spec if you could register it on the UK.
You could possibly buy a similar rotten van and rebuild it with donor parts from this one

Was talking with a lad that was buying ex ambulances in Ireland but they had to have the glass axe through the middle before he could take them away. Parts can be sold and used but vehicle needs to be "scrapped"

Most Gov ones are broken over here since a vehicle that was sold at auction was involved in a serious accident with 360k missing from clock after it was auctioned
