modifying front grill/attatching driving lamps to bumper

what sort of paint would i need to change my new mesh grill a diferent colour?
not the mesh itself, but the bit around it, like what guy88 did to his van.

also, mounting additional driving lamps (look like fog lamps but have a driving lamp beam) to the front bottom bumper, possible?

and if that is posisble I just want to run that straight from the battery with an inline fuse + switch in the dash, anyone recommend a good way to wiring it up? (going to mount the switch in one of the blanked out holes on the driverside using an official switch).
