where does it say you cant carry passangers??

It's mentioned in the booklet that comes with the paper copy of the license.

It's note 5 that threw me though

I read note 5 as only applying if you're under 21 years of age cos it says 21 is the min age for that category but then the note is talking about 17 and 18 year olds
