It's easy to make water from Hydrogen and Oxygen that's the whole point! You just put a match to it. The problem is that to make the Hydrogen and Oxygen from water requires you put in exactly the same amount of energy that it gives out when you burn it.
There's no problem with running your car on Hydrogen (in the short term at least) but to produce it requires a HUGE ammount of energy not the few amps that the 'plan' suggests.
The only way this could ever work would be using zero point energy. But the very existance of zero point energy is denied by most of science!
