A bar is still a front protection device

It is illegal to FIT them from May '07

The legislation allowing people to sell them has been pushed back

so in november it will be illegal to SELL them

Actually, you can fit ANY EU approved bar, as long as you make sure it is EU approved, plastic or otherwise, you can legally buy and fit it with no issues. As of May the EU legislation came into effect and the General Product safety regulations are supposed to be used to control the sale of non approved bars. This has been in force since 2005(GPSR), so anyone who thinks it is still legal is on a dodgy wicket.
Dealers will tell you anything to sell thier stocks, especially if they can make you think thier illegal stuff is legal and you fall for it.

I know i am a newbie on here but this topic is so enthralling i just have to comment.! If we all just cover the bull bars in great big 9" hella's will it then be classed as a LIGHT BAR thus enabling us to see these pedestrians we keep getting tangled up in our BULL BARS. I mean the M62 is just packed with shoppers and such wondering the middle lane just asking to be hit!!!

Frontal Protection Systems (FPS)

The compliance of after market FPS will be controlled under the General Products Safety Regulations 2005, which prohibits the placing on the market of any dangerous goods. It will therefore be illegal to place on the market, or offer for sale, any non-compliant FPS after 25th May 2007.

HOWEVER, whilst the legislation has been transposed into UK law for Whole Vehicle Type Approval, the Department has yet to carry out the public consultation with all interested parties and transpose this legislation for after market use. We therefore feel it would not be prudent to enforce non-compliance at this time and would not expect this to happen until the transposition is completed later this year, probably around October or November.

“In other words” – It is perfectly legal to sale ‘Front Bars’ until at least October/November although we believe it will be longer, All Bars bought and fitted before this date will still be legal to have fitted to your vehicle after this date.

Do you have to declare bullbars to an insurance company ... even if they don't ask? And are you well and truly screwed if you claim and it's not on record. Plead ignorance? They were fitted at time of purchase... unaware they were a "modification". What sort of increase in premium does that work out at?

On the basis that it's a modification I'd say yes, you should declare it.
