Hire van speed limits?

A friend of mine is adamant there is a lower speed limit in force for hire vans. He claims he was a passenger in a van that was stopped for this offence, doing 70mph on a motorway. After politely telling him where to get off, I've searche the web for colabiration of his claims, with no avail but yet he still insists he is right. Please tell me I'm right & let me put him firmly in place.

HI THE ONLY LAW WHICH I DONT THINK IS YET IN FORCE IS ONE COMING IN SHORTLY WITH ALL VANS OVER 3.5 TON BEING LIMITED TO 56 MPH, SO DONT KNOW WHAT YOUR MATES ON ABOUT?

I bet your friend is talking about dual carriage way and in which case he would be correct. The speed limit for a panel van on a dual carriage way with national speed limit is 60 not 70 like cars.
