If you transfur the money into paypal, it takes 10 days for it to turn up there see. you can do it without a credit card, i use a debit card for mine. You can set up payments without any card, just use your bank account. you then pay people with eCheques but they take time to clear.

You might have an option where you go through the PAY system, and there might be a section where it says source, you might need to get it to source from bank A/C rather than card.
Unless you need to verify your bank account before it will take money straight from it due to credit cards having fraud protection and current A/Cs don't.

I've been using Paypal for donkeys years, so a but rusty on the setting up process - BUT -

it will generally take funds that are "cleared" in your Paypal account first - and then - if you don't have enough sitting in there to cover whatever you've bought, it moves to your credit card. So if I buy something for £20 and only have a tenner in the account, it will take that tenner, and then take the other tenner from my credit card. It will tell me the "source" of the funds it is paying at the time.

I've always used the premier account myself as it gives you extra options. I think if someone is paying you and needs to fund it from their credit card - you need the premier account. My guess in your case is that the funds you have transferred from your bank account have not yet fully "cleared" at paypal - and so it's asking for a credit card as there is not technically any money sitting in your Paypal account (yet)

Hope this helps and that you get sorted. A lot of people slag paypal but as I said I've used it for several online businesses as well as personal use for years and never had any bother with them - touch wood!
