Reving up on start up without throttle

Hi I have a 2002 MK6 FWD 2.0 TDDI, it has high miles 360,000 or there abouts. It has developed a problem recently of reving very high as soon as started. I have not driven since. Mechanic says its oil getting passed rings and burning but I find this very hard to believe. Plus I have been told there was an oil seal blown on the turbo! If anyone has had this problem or can give any advice on how to check I'd appreciate it. Thanks in advance.

more like faulty throttle pedal, remove connection to pedal and fire it up.
when these turbos fail they become noisy, its perfectly normal for some oil to come out of turbo oil seals.
