idicaters not flashing

might seem bit of a silly quastion i have a mk 2 transit campervan im getting it ready for mot the indicaters are not flashing they stay on is this the flasher relay or do i need to look further into it when i brought camper there was 2 relays under fuse box wrapped in a plasticbag full off water would this cause the problem or could it be somthing else thank you

Sounds likely that you need a new flasher unit... I don't think they are designed to work under water
