Rear brakes jammed on Twin rear wheeler Mk 3

My old girl just seems to go from bad to worse ?
I've not had much money over the last few years to get her sorted but parked her up on the drive with handbrake left off so back brakes don't size on
Every so often I woupld put new fuel in her and fire her up
I've recently had a big surge to get her sorted so I purchased a brand new low entry lever 3 tonne garage Jack as my vehicle is an ambulance camper converted and lifted one side to see if load valve was free as I know they can siege and are like rocking horse poo to find and set up
So yes it as free , I sprayed it in WD40 and let the jack off to bring vehicle back down to floor level to revers but the old girl seemed like brakes are now jammed on and didn't want to go back ?
I've read about an inspection hole in back plate to let handbrake off but don't know where it is or how to do it
Can anyone show me pics and help me out please

Or even better is anyone close to Luton who can help me out, I can pay fuel sarnies etc

I never seem to get this old girl sorted no matter how hard I try :-(
