Trip counter unit - what purpose?

I’ve removed the OS rear light cluster and found a packaged Trip Counter unit. What does this unit do specifically? It has two or three selector switches and it’s wrapped in bubble wrap.

It is a gps tracker I saw it was for insurance companies for keeping an eye on the drivers milage as per the agreement to limit milage to bring insurance process down.

Andy is saying that fleet managers can use them to keep tabs on the whereabouts of their drivers.

It is a tracking device anyway it uses gps to relay the location to somebody or record the journey I guess.
