Injector Replacement or just Injector seal replacement?

Diesel injector replacement (one).
The injector one is giving a loud chuffing noise. No warning lights on the dash. The local guy tried changing the seal but still have the loud compression noise. He said he cannot replace the injector because it needs coding etc and he is not a specialist. .... He says take to a ford dealer. But these dealers are really expensive. This mechanic is s was not a good one as he was selling tyres and servicing only.
Do we have to bore using a lath to put new seals in? Or does the one injector needs replacing? I hear injectors are expensive. Please advice.

Which seal did he replace? Did he clean/ream the seal seat? Did he check for the updated injector clamp? Did he use a new hold-down bolt?

If you don't know, assume he hasn't.
