internal heating issues

We have a 2010 Mk7 Trend 2.2 TDCi (the 9 seat minibus) which has a problem with its heater / air conditioning system for the cabin. No matter what the setting it is on, be it hot or cold, fans on or fans off. It is actively blowing hot air at us, even in the depths of winter after a decent drive (30 minutes to an hour) it is unbearable and we have to have the windows open. In the recent heatwave it was almost murder.

Has anyone else experienced similar to this and have any suggestions.

Blend door actuator on the heater matrix box may have died...fairly common.
