Thanks for that. Looks like what I was after. Would like to not have to weld if possible. There is minimal rust around the holes, no rot. The rust can easily be cleaned up.
That filler should do it as it has fibre in it, just make sure the underside gets some protection on after filling.

Underseal, stone chip, seem sealer it’s up to you, just something to stop any moisture/salt ect getting into the repair, on my old van I painted the underside yearly with hammerite to hold the rust at bay.
