euro 5 scv

question about a transit 2.2 fwd euro 5 mk7
having problems with getting any fuel / pressure to the injectors
i think it might be with the scv
can anyone tell me if the scv is activated when the ignition is turned on ?( position 2) before crank or
should it come on when cranking?
also when it is activated does it make a noise ? ( vibrate or click) ?

I can tell you the scv is fused,it’s one of the fuses in the fuse box under bonnet.
