56 plate mk7 No dip or main beam lights / and lack of blower

So the blower was not working for most of the summer on my old 56 plate on any of the fan speed's I was going to look into it then it started working once more so all was fine now a month or two later its stopped working once more and as a second kick in the nut's I have just noticed the lights will only work on the side lights as well no dip or main with engine running/or key on but high will flash and if engine off dip will work if the stalk is pushed forward turn key on and it go's back to side lights. what fuse box and what relay's or fuse's do I need to start looking at and in what of the three fuse box's. I see there is a post or two on this sort of problem but its not clear if the two problems are linked or not

So don't know where I saw it but a post some place said take a look at relay R21 Well they are right swapped R21 for a new one and bingo lights and fan working so if you lose all fan speeds and dip and high beam lights its the R21 Relay has blown
