

I have tried disconnecting the battery and I have forscan but I still cannot get is started.

Assuming you have a Mk7 Euro-4..?? You don't actually say what model Transit you have..?? FWD or RWD..?? 2.2 or 2.4..??
PRV doesn't control the rail pressure, it's just a relief valve and does nothing else. Was the new PRV a "genuine" Ford/Denso item..??
SCV controls the fuel rail pressure.
Is the fuel filter full..?? If not, refill it and try starting..
Disconnecting the battery does nothing except require you to reset the clock and radio code.
Have you replaced the EGR valve..?? They often play up/fail.
