Compressor not receiving current - linked to fan modulator?

Hi all. I bought a 2012 Transit Connect in the winter, and realized once it got warm that the A/C didn't work. Finally brought it in to have the freon topped up because it was empty, but they said the bigger problem is that the compressor isn't getting power. Before I have an electrician look at it, I just realized that a month after I got it, the fan modulator stopped working (or whatever it's called) so the fan is either off, or I put it to 4 and it goes at full blast. I just want to make sure this would have no effect on the compressor getting power. I know they're different systems, but I saw it mentioned in another A/C related post that "I know some of the fan systems can affect the A/C clutch", and I wasn't sure what that might mean.

It's not the heater fan that affects the A/C, it's either the main engine fan, or there might be a smaller A/C fan mounted next to the engine fan. Whichever it is, it needs to start running before the compressor will start up.

OK so I should start by checking all the fuses under the hood for those fans?
If I go to an auto electrician, I want to give him a couple hints, because these vehicles aren't common, here.

You can do a couple of things yourself first. Have a look to see if you have one, or two fans, and see if it/they rotate by hand, and not seized.

Right behind the grill? There are two. They move freely, but don't come on right when I turn it on. I'll have to run it for a bit and see.
By the way, the A/C button doesn't even light up when I press it. Not sure that changes anything.

If the A/C light doesn't come on, it may have lost all its A/C gas....if the pressure is too low...(or too high) it won't work. When was the A/C last re-gassed..??
