Cold Start Valve

Hi firstly sorry about asking so many questions recently, decided to give my 1996 150l Tranny a bit of TLC so trying to solve all her problems. One of which has been cold starting. I have read in my haynes manual that it has a cold start valve, is that the thing mounted on the left hand side of the fuel injector pump with a wire going into the back and a cable coming out of the front. I assume that if it is the "thing" it recieves and electric current, pulls in the cable and advances the tick over speed, is this correct? and how do I check if it is working? many thanks
