Power steering problems

Hi everyone, I went out to my van and the power steering isn't working at all I took it for a quick drive to see if it started to work but with no joy. I checked the power steering fluid and it is still on max and was still cold which I guess means it's not goin round. Does this mean the pump has gone???? It's a 2001 MWB 2.0 turbo diesel. Thanks for looking
