It’s a twin choke Weber from your photo it’s hard to tell which one if it’s off a inline engine the the left hand throttle opens first and as it gets near to fully open it opens the right hand throttle to give full power good for fuel economy if you keep in on the left smaller side .
If it’s off a v6 both sides are the same size and open together to feed both sides of the engine back in the day for road rallying we used to fit the v6 carb to to rs2000s and the like made a lot of difference to power output
