New Transit Owner doing cam belt, no hole in flywheel?

Hi!
I recently bought a 05/1991 Mk3 Transit with the 2.5Di Engine and decided to do the cam belt right away because according to the previous owner it had been done at some point before him owning it.
So far I've removed the outer stuff and gotten access to the belt / pulleys and have pinned the Pump and Camshaft Pulleys with the fitting drills
but the 13mm flywheel locking thing is giving me some issues because not only does the 13mm drill not go through the flywheel, nothing goes through, not even a thin pencil :|

Now I've read a few threads on cam belt change and some say there is a blind hole 180° from the correct one but if the Pump and Cam Pulleys are in the correct (pin-able) position, how could you ever get a hole that is 180° out to line up? The engine wouldnt even run in that case, would it?

Is it possible the flywheel was installed incorrectly at some point?
Any help would be much appreciated

Have you tried pinning the flywheel first the flywheel has a offset bolt pattern so can only fit one way remove the rocker box and turn the engine by hand until the no 1 valves are both closed so you will not be to far out plus it’s a good time to do the valve clearance.

Thanks, I'll try pinning the flywheel first

One thing I noticed was that the belt felt too loose
so maybe when cranking the flywheel was "too far ahead",
although to be so far out to not even feel a hole it probably would be catastrophic :?
