From what I see, I can say that this is not critical damage to the body and repairing it is not difficult and is accessible to anyone who knows how to operate a semi-automatic welding machine and an angle grinder.
First you need to cut out the rusted area to undamaged metal and make a mock-up patch from cardboard.
Then, from sheet iron of the same thickness as the part being repaired, cut out a patch according to the layout, fit it in place and weld it with a continuous seam to the damaged part and to the reinforcement from which the studs with screwed nuts protrude.
The work will take approximately 1 hour.
Then you need to remove rust and burnt paint around the area being repaired and protect it from further corrosion.
I once did such repairs on my son's car.
